I think this is a excellent movement to counter these bigoted individuals. Its quite simple really. Bring an extinguisher. And silently, gently, non-violently put out the fire whenever a flame touches the Quran. For activists who can be there, but are without funds, go onto Kickstarter and start something. I am sure there are many who are willing...
